Toolbar - can it be locked?

I've created a toolbar and placed it on the top of the screen. But
sometimes I accidentally close it (alt-F4) when wanting to close other
windows.

Can it be locked? Can I get it to prompt me first?

That area containing the "Start button" and the "notification area"
(sometimes referred to as the System Tray).
 
The task bar is the entire bar across (usually) the bottom of the screen
that has the START button on the left and the "system tray" on the right.
 
Where/what is the "TaskBar"?

The taskbar is the bar with the Start button on it.

Normally, you get a dialog asking for confirmation if you try to close a
toolbar with Alt-F4. There is a checkbox to not show this again, and if
you check it, you will not get the prompt anymore. To restore the
prompt, in the registry set

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Dont
ShowMeThisDialogAgain\WarnBeforeCloseBand

to a 1 instead of a 0.
