Is there any way to change my task bar on the bottom of the screen to
something else? I would like to import a picture or something and have
that as my task bar instead of just the plane blue. Hopefully you get
what I’m saying.

You'd have to use a desktop or shell replacement
or something like Stardock's Object Desktop or WindowBlinds
