TOC style with top border

I have created a style for TOC1 (heading1 in the table of contents) that shows a line over the entry in the TOC. This is done with a top border. However, if two heading 1s appear one after the other in the TOC, the second TOC entry doesn't show the top border. This is because the border only appears on the top of a paragraph and when there are two entries of the same style in a row, it is treated as a single paragraph

Is there a workaround to this?
 
Try selecting the two adjacent headings, going to Format | Borders and
Shading, and clicking the button for Inside Border (or use the same button
on the Borders palette on the Formatting toolbar).

Thanks Suzanne but I was hoping to avoid having to edit the TOC manually. Also, if I apply a bottom border (there is no middle border unless you are formatting a table and this is a paragraph style, TOC1), then it will appear every time and that is not what I want

The workaround I came up with was creating a tiny style then setting it to be the style that immediately follows TOC1. Then if my generated TOC shows level 1 headings one after the other, then I insert a Return after the first one. NOT ideal since this is an environment where the techies are the writers and they are not going to remember to do this.

I am afraid I was a happy Framemaker user who is now disgruntled in her new job having to use Word. I have to say it (sorry to offend) but Word absolutely sucks. It is SO inconsistent. Frame has a rep for being hard to learn but I think that it is even more complicated to learn to use Word well. OK, ignore this rant. I am just so frustrated. =(
 
I'm not suggesting that you edit the TOC manually; when you apply formatting
to TOC entries, the styles update automatically, and I am telling you that
if you select two paragraphs, the Inside Border will be available. When your
TOC 1 style has both a top and an inside border, you will get a top border
on every TOC 1 entry; you will not get a bottom border on any.
