I would like to see a '.' instead of a ',' when I type
the '.' under the del-key of the numpad. How can I change
this setting?

The Windows Controls Panel, Regional Settings controls the characters that
are used for the "decimal symbol" and the "digit grouping symbol" and other
things.

I believe you would have to change the Regional setting for Windows - Start,
Settings, Control Panel, Regional Options, and select the applicable
settings there.
