how to convert a jpg in encapsuled post script? I would like a little
programm that hallow me this operation so that I can insert pictures in
my latex documents.

The most efficient way is with Jpeg2Ps:

http://www.pdflib.com/products/more/jpeg2ps.html

This conversion preserves the JPEG compression in the resulting EPS
file, so the file size is comparable to the original JPEG.
