Timezone does not stick after reboot

Using XP Embedded based system I encounter the following problem:
I change the timezone, but it does not stay after rebooting the system; instead, it returns to the previous value (before the change).
I noticed that the relevant key in the registry does not get updated after I change the timezone. Can this explain the losing of TZ after rebooting? How do I force it to stay?

Hi Chaggai,

If you have RAM EWF enabled then you will have to commit it and reboot.

And the problem with the changes in timzezone over a Termnal session is defnitely easy to repro.
