For a windows 2003 domain is there any special setup required for
synchronizing time? I didnt see anything to reference it in my setup
guide. Is it installed by default?

The time service is installed by default on a DC.
You can set the external time source using

net time /setsntp:<timeservernameOrIP>

Yes, it's there by default. To configure it, Control Panel. Date and
Time applet.
