Time modified is not correct

Hi there:

I have a strange problem. Files saved by some of the application shows the
time modified in 17th February, 1970 (by checking the file property)
although the computer system time is correct. Please help. I noticed at
least two of the application have this problem.

what applications have this issue? sounds like the millenium bug.
