Time-limits on networks

As a relative newbie to windows networking, I didn't know where to find the
answer to this:

I'd like to set up a PC at my place of work connected to our network where
people can (upon permission) be given internet access for a limitted period
of time, and have the relevant warnings pop up when they're low on time, and
log them off automatically when done.

Is it possible to administer this from a Windows XP Professional machine, or
will it become neccessary to use a Server OS or purchase 3rd party software?

You could look at ISA server which allows time frame restrictions or you
could look at the internet cafe software which does this sort of thing ie
blocks of time until they run out.
