tilda (~) does not redirect to correct page

For some reason when I use the tilda as such:
Response.Redirect("~/Admin/TabLayout.aspx") in the iBuySpy portal, it
redirects to DesktopDefault.aspx instead. This does not always
happen, I have several implementations of the IBuySpy Portal, and it
is only happening on one of the websites, any ideas?
 
did you check your web.config file the authentication section.. if you are using forms authentication then it might happen if the user is not authenticated
