Tif picture is out of focus

HI
I have a problem with tif file. It opens in windows 2000 ok but with all
windows XP programs (paint, visio, document imaging ..) it is out of focus.
You can't use that picture at all.

How was the TIF file produced?

TIFF is a "container" format and the image contents may be compressed
according to a number of different schemes. As a result TIFF is not
always the most portable format.
