Thumbnails don't display

I can't get the thumbnails to display in Windows
Explorer. This is true in Word/Excel insert clipart as
well. All I get is a box with a program icon in it, no
picture.

I have checked the registry as suggested on microsoft
support and it is fine.

I am using Windows 2000 SP4.

Does any one have other ideas?
