Yes. That is way I very purposely said "You may be able to
resolve this issue by using Regedit" since this fix does not
always solve the problem. And I am not certain as to why it does
not fix it in all cases. My guess is that you installed some 3rd
party software and it (or you, by allowing it) modified the
value and date entries for the image file associations in
question, and/or modified the value and date entries for your
Thumbnail Extractors (and/or other entries I am not aware of).
In other words, many value and data entries in your registry are
fubar, so the KB176882 solution is not a complete answer to the
problem.
You MIGHT be able to resolve this issue by doing the following
which will repair some of the registry entries that are is used
to display Thumbnail images.
Click Start, click Run, type the following command and click OK:
regsvr32.exe /i shdocvw.dll
When you receive the "DllRegisterServer and DllInstall in
shdocvw.dll succeeded." message, click OK.

And about not seeing the "View As Web Page" option and the
"Thumbnail View" command. Since the commands differ depending on
OS and IE version try searching the Help component of your OS for
"thumbnail view" and using whatever method it describes.
BTW, if by writing "My thumbnails are not displaying the picture"
you mean: For every file association listed in KB176882, my
thumbnails are not displaying the picture". Then perhaps a Group
Policy Setting has disabled the view. According to
PolicySettings.xls the "Enable Classic Shell" policy "Disables
Active Desktop, Web View, Thumbnails view, and single-click mouse
option. User interface looks and acts like Windows NT 4.0."

Also, keep in mind that not all file types can be display by
using the Thumbnail view. And for those types you will see their
default program association icon.
And if none of the above helps please post in a newsgroup where
the participants are actually running the Operating System and/or
3rd party applications in question. That will make it much easier
for someone to help you troubleshoot:

And if you post to that newsgroup I suggest that you include
information such as:
- Operating System version and service pack level
- Internet Explorer version and Update Version information
- The exact file extensions in question
- Any 3rd party applications you have installed that may have
contributed to this problem
- Whether or not you have local and/or domain Administrator
privileges
- Any related Group Policies that are enabled. For example,
policies restricting Active Desktop, Internet Explorer, Windows
Explorer, the Shell.
