This message "Machine Resealed! Click OK to reboot" don´t appear

What is it happening? When I restart my run-time image with System Cloning
Tool after the first boot agent, this message "Machine Resealed! Click OK to
reboot" do not appear to me and my application run.

My cmiResealPhase is set to 12000

I noticed that the FBReseal is located in \windows\system32 and the other
files in \windows\fba. when I try running the fbreseal the fbalib.dll is not
find.
