How do I stop this message appearing *every* time I insert a USB2 device
into my PC which only has USB1?

Get a USB v2.0 PCI card and plug into the card. At $10.00 US per port its well worth it.
 
I don't believe there is a disable function for it. All USB devices
have a unique VID and I suppose the device itself identifies it as
USB2 (High Speed) connected to a Full Speed port.

USB2 PCI cards are very inexpensive (~$20.00). You might
consider upgrading and then disable your on-board USB channels.
My local parts distributor has 5-Port cards for around $18.00.
There are also USB2/Firewire combo cards. Many of them have
headers where you can mount front panel USB sockets. Very
handy for Thumb drives and cameras...

It's a work machine tho, I can't bring myself to spend money on it :-) I
just need to come up with a legitimate reason why I need one and I could get
it installed but I can't think of any good work related reason.
