This command is not available document is locked for edit

When I go to the tools menu the document is unprotected. When I go to help,
and type activate document nothing comes up. I would appreciate any
suggestions.

First try the "Activate product" item in the Help menu.

If that says the product has already been activated, then see
http://word.mvps.org/FAQs/AppErrors/LockedFiles.htm.
