There is no default mail client

We are running a case management program called Time Matters. It uses
Outlook for its email client. This has been running fine for a couple
of years. About a week ago, we started getting a message in Time
Matters whenever we tried to open the Time Matters inbox that says:

"Either there is no dwefault mail client or the current mail client
canniot fulfill the messaging request. Please run Microsoft Outlook
and set it as the default mail client."

The message box has "Microsoft Outlook" in the title bar.

I called TM tech support and they could not fix the problem. They told
me that it was some setting in Outlook, but could not tell me which
one.

Can anyone tell me how to fix this?

We are running Outlook 2000.
 
The setting is in Internet Explorer--Tools, Internet Options, Programs. Have
you changed browsers?

I have the same problem with the Sony Ericsson P900 sync program.
I am interested in knowing if and how you were able to solve it.
