THemes aint working

Okay my mom's account is the only account that is doing
this and just started. She loiggedo n and noticed
everything is grey and no themes are on it. So i changed
it to da vicnhe and it doesnt work. I changed the desktop
image to something else, and it wont display, and the
screensavor wont either. The theme wont change either. It
is just a grey backround with no theme. I cant find out
why when u change the theme or desktop image it wont
display any change or nothing. WHY?
