"The set of folders could not be opened" when trying to open an outlook PST file

I get this message when I try and open an outlook PST file. I found that
this is because the file was set to a read only status. If you change the
attribute and remove the read only it works. The problem I am having is
when the PST file is located on a CDR disk. We backup users mail file and
give them to users. They then need to copy to thier hard drive and then
change the attribute and remove the read only check box.

I hear that you can make a change in the registry which will allow you to
open the PST and look at whatever you want. You just cannot change
anything. Does anyone know how to do this?
 
I'm not aware of a registry key that will allow you to read a read only pst.
