The "send/receive" option is disabled, how can I enable?

For one user in Terminal services (Windows server 2003), Outlook 2003.
When we click send/receive, nothing happens.
Through Tools/Options, can't access the send/receive setup, nothing happens.
There is no error message. It just seems disabled.

All other users are OK.

I've been trying to install Outlook on a new PC for two months now. I had
the same problem you did each time, and have tried three versions of Outlook.
Success tonight!! The problem was in my "user" information on my computer.
I set up another profile on the computer as administrator and the software
works fine now. I didn't have to reinstall it. Just make sure your restart
your computer and sign in as the new "user."
