The Restart Numbering check box doesn't work

I'm setting up a document template and assigning an outline numbering format
to my heading styles. In the Customize Outline Numbering dialog box I've
checked the Restart Numbering check box and selected the level above, but my
headings number consectivly from the first one no matter what heading level
it is.

Please help, I've spent way to many hours setting up this template. Thanks!
 
Make sure you have your outline numbering set up as part of a single outline
list as described at

Thank you! I thought I had been careful, but going through and reselecting
the same outline list again fixed the problem.
