The procedure entry point associsdangerous could not be located in the dymanic l

After loading some of the critical updates for XP I get
this error. "The procedure entry point associsdangerous
could not be located in the dymanic link library
shlwapi.dll" and "The login user interface
dll "msgina.dll" failed to load." and the computer re-
boots. It continues to do this after every re-boot. I
found the "dll" it was asking for on my other machine bot
do not know how to get uot to a dos prompt to re-load the
file.
