"The page cannot be displayed" Error

I have windows XP with very limited knowledge of
computers and the software that drives systems. That
being said I am receiving the error "The page cannot be
displayed" whenever I try reaching a secure site such as
checking my hotmail or trying to purchase on the
internet. I have tried a variety of solutions offered by
the help screen. Some efforts such as making sure the
boxes for ssl 2.0 and ssl 3.0 are checked in the internet
properties section. I am at a loss and not sure how
resolve this. Please help.

Did you recently install the latest two windows updates Q823980/Q821557 and
do you run any Norton Products on your computer. I had the exact same issues
and found help here
http://support.Microsoft.com/?kbid=813444 and in the end had to uninstall
all Norton products to get back up and running.
