Kendal,

GPOs or Group Policy Objects are ONLY applied to machines that are aware of
them. This is Windows 2000 or later (so Windows 2000 Professional, Windows
XP, Windows "Longhorn" etc for the client OS and also the 2003 and 2000
Server products)
GPOs are not and never were applied to Windows NT 4.0 systems - they still
use the NTCONFIG.POL file form the Netlogon$ share.

Ok, but the computer is now under XP Pro after a migration from a NT4 Workstation with SP6 Hight Encryption Pack.

OK - sorry - I did not see the fact that you had actually done an upgrade.
So the machine that is not receiving GPOs is actually a Windows XP
Professional machine in your domain.

Check to ensure it is in an OU that is subject to GPO.
Check to see if the machine or user logging onto that PC is given the right
permissions on the GPO to allow it to be read and applied to the machine
and/or the user.
