"The Application Failed to Initialize Properly (0xc0000142)"

A couple of weeks ago, I started getting this error
message popping up whenever I boot up my laptop, or run
any internet-connected product (Outlook, IE, etc.).

"The Application Failed to Initialize Properly
0xc0000142)"

It only happens when I am undocked from my docking station
and using my WiFi card.

I searched the MS Knowledge base and only found an article
reltating to Virtual PC and PC Anywhere. I am not using
either.

Any thoughts on what else may be causing this?
 
Scan the system with Ad-Aware (www.lavasoftusa.com) and eliminate the
malware products causing the abnormal program termination.

If the problem continues, reinstall Internet Explorer using this method (for
