The Address Book failed to Load. Outlook Express is incorrectly...

I had been using Outlook Express version 6 since Jul until recently I had
this message whenever I try to compose a mail:

"The Address Book failed to Load. Outlook Express is incorrectly configured,
please re-install".

I can still receive mails but can no longer send any mail. I tried to open
the Address Book and got the message:

"Unable to open the Address Book. The Address Book may not be properly
installed."

Help!

Q1: Is there any fix to this problem?
Q2: If I have to uninstall Outlook Express, how do I do it??
 
My apologies, and Thanx!!
Maybe I should switch to Outlook instead!

Ask in an Outlook Express forum. This is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
