TextTips with buttons inside rectable not working

I added textips to the buttons on a form and then drew a rectable around the
command buttons to make the form look nicer, but it had the effect of
disabling the text tips. When I removed the rectangle the text tips worked
again.

Is there a way to have the text tips work when the buttons are surrounded by
a rectancle? I'm trying to make my form user friendly and look profesional.

While the form is open in design view, click on the rectangle control, and
then click "Send To Back" from the Format menu. The rectangle is actually on
the top of the other controls and therefore "hides" the control tip texts.
