Text wrapping in FrontPage 2003

Would someone kindly explain why text inserted into a webpage does not wrap
but merely runs out to the right. How does one get text to wrap within the
visible webpage? Also, I am having similar difficulty inserting text into a
table. The right-hand border of the cell just moves outward with the letter
entries and I cannot get the text to simply run to the right-hand cell border
or wrap in the cell. All that happens is that the cell border runs outward,
in effect collapsing the volume of the adjacent cells.
 
You need to have some content in all adjacent cells.

Table / cell width values are minimums and will expand if content can not wrap (text must have
spaces and image must be sized to fit.)
