Text overlays on photos

I am looking (on behalf of someone else) for a graphics package which
supports freeform text overlays on digital images - ideally one that allows
for editable text (generally via a separate textbox), displays the
resultant text as a draggable object (for placement), and supports
configurable styling, drop shadows and anti-aliasing.

Suggestions please.

PictureShark doesn't allow the entry of text. You can only use other
images as stamps.

It also doesn't allow dragging. You select one of nine preset
positions and then enter a +/- x/y pixel offset.

James, you really need a paint package that supports objects or layers.

I use PhotoPlus from <www.freeserifsoftware> but you could probably use
Gimp < http://www.gimp.org/> or PhotoFiltre
<http://www.photofiltre.com/> instead.

I need the exact opposite, a program that will remove text overlays. In my
case the overlays are identical on hundreds of photos. Is there a program
that looks at several photos and figures out which part is identical on all
of them, and eliminates it?

And what are you going to replace the overlay with?
 
Thanks! I downloaded and will give it a try...
It may not be what the OP was looking for, but I knew I had this
program on another computer several years ago, and I couldn't remember
the name. I didn't need it bad enough to go searching for it, but
seeing your link made the rediscovery easy. Thanks!
