What's 'best' for me is PFE

Of course what's 'best' for me may be useless to you. It would help if you
specifed some criteria.

Metapad seconded here for "best and light" true notepad replacement.
If the OP needs more features, NoteTab Light is hard to beat, but a
bit of overkill if all you want to do is view "readme.txt" files.

Seconded that...

Had some csv-files from a database a couple of years ago, where I needed
to replace the ; -sign to <new-line> and this program did it in 12
seconds... Asked in this group, and a prompt answer was MetaPad..:)

Been installed ever since and I use it almost every day..:)

Q-Edit can do that, but I'm probably the last person on the planet
with an installed copy. And it's only one file, no installation, and
52k. Of course there's nothing pretty about it - it's a DOS program.
 
I use Q-Edit also. In a "DOS" box in Windows XP. A great little text
editor with macros and column marking. Of course files can't be any
bigger than what can fit in "DOS" memory, so 500-600K files are the
maximum. You can even have several files open at the same time, as
long as the total doesn't exceed 600K.

There is now a pay version called TSE-Pro that is actively developed.
