Text boxes when mouse goes over the cell.

In a document i have recieved from a client, in excell, when i put my mouse
over certain color coded cells, text boxes come out with lengthy
descriptions. This sems highly usefull, and i would like to know how to do
this. Anyone know? It seems all cells with a colored corner have these
descriptions.
 
Select the cell of interest, then:
<Insert> <Comment>
