Text boxes or place holders

I would love to make a blank page in a Word document (with it's own page
number) to use as a placeholder for a future figure. It would be even better
if I could have just a caption on this page, so that I could create a table
of figures referencing such pages, but I don't want to get greedy. My main
goal is to keep a page blank, but not have it move with the text if I were to
edit preceding paragraphs, as it would if I were to use page breaks. It
makes sense to me to use a text box, but they ALWAYS seem to jump all over
the place no matter what options I select or deselect (eg. move with text,
lock anchor, etc.)

Please help - getting VERY FRUSTRATED here. Thanks!
 
Incidentally, text boxes won't work since the table of figures won't
recognize any text inside of them. What I really want is a page break that
will not move in the document. Seems simple, doesn't it .

Any help would be GREATLY APPRECIATED!

Sorry to repost, but if anyone was planning on chiming in, textboxes won't
work as the field codes are not recognized within them. All I want is a page
break that STAYS PUT! This must be possible.

ANY help would be GREATLY appreciated.
