Hello all,
My question is: Why is the text box drawing tool not available when my
cursor is positioned to right of a table in a Word 2000 document? Anywhere
else on my page is OK for text boxes, but not here. Does anyboby have any
clues or is it just the way it is?

Hi =?Utf-8?B?RGVhbg==?=,

What do you mean be "to the right of a table"? Is the table formatted with
text wrap (text flows around the table, to the right)? Or do you have the
cursor in the end-of-row area of the table?

I'm guessing you mean the latter. When you draw anything from the Drawing
toolbar, it needs to anchor itself to a paragraph in the text. The end-of-row
marker is not a valid anchor range, which is probably why the tool isn't
available when the focus is there. Just press Left-arrow and you shold be
alright.
