Whenever I try to create a new database, I get a error
message that states that C:\....\Test.mdw doesn't exist
and it needs it for startup. I was testing the security of
Access but deleted it since this wasn't needed. Anyone
know how to get rid of this message?

Go to Tools, Security, workgroup administrator and join the system.mdw
workgroup that ships with Access (it usually is in the windows system
folder, perhaps search for it first)

or you can go to the Run option in the Start menu, type in wrkgadm,
and either join the existing system.mdw or create a new one. This
works in W2K, but I am pretty sure it works for the Windows versions
too.

That will not work in Access 2002, or 2003.
