test e-mail failed

I have a similar problem where I set up my e-mail accounts according to ISP
instructions, but I get a Test E-mail Failure. As a result, I have messages
sitting in my Outbox going nowhere in a hurry. Everything is spelled
correctly, and no one has addressed the Test E-mail Failure. How do I remedy
that?
 
Version of Outlook? Make sure your firewall isn't blocking Outlook. If your
virusscanner scans outgoing messages disable this and see if it works now.

My Outlook Version is 2003 Professional with Business Contact Manager. I'll
check the firewall settings and virus scan settings. For the record, I have
Norton Internet Security Professional 2004.

Disable all integration with NIS and Outlook - it has a horrible side effect
of preventing mail from going out or sending/receiving multiples of the same
message.

account will be deleted without reading.
