termaltake v7 ?

So I was checking out my recently purchased used thermaltake volcano 7 and I
noticed a sticky adhesive looking residue on the bottom. It forms a box the
dimensions of the processor. is there some thing that i need to bond the
cooler to the processor properly?

No. That is called a thermal pad. It replaces thermal compound. Simply
remove the plastic cover if there is one and fit the Heatsink as
normal.
 
That WAS a thermal pad. Clean it off, preferably with alcohol, isopropanol
or some such stuff, and use thermal grease (Arctic Silver etc..) instead.
