Temporary Internet Files, History and Cookies stuck in Temp folder

These folders are all now in Documents and Settings\user\Local
Settings\Temp. When I try to move Temporary Internet Files to another
location, after logging off/on, a new Temporary Internet Files folder
appears in the new location, but the one in Temp is still there - and it
won't be deleted - claims index.dat is being used.

I've done a Spyware scan with Sunbelt's latest version.

Any ideas what is causing this? Any registry hack to fix?

Update. Turns out that ZA [corp version] is involved somehow. Keeping ZA
from starting a boot up allows these folders to be back in their default
folders.
