Temporary internet files/ content.ie5

I am using Internet Explore version 6.0; is it safe to
delete the folders under windows/ temporary internet
files/ content.ie5? These are a series of alpha numeric
named folder that appears to be old cache files, however,
a systems file warning appears when trying to delete.

Why not empty your cache in the normal way?

IE-Tools-Internet Options-Delete Files (in the TIF section)
