Temporary enabling of pop up windows

I cannot get into the HR Block website with my new XP because it tells me I need to temporarily disable the pop up window blocker. I cannot figure out the correct way to do this. When I am done I need to disable again. Please help.
 
try hitting the control key - that releases the blocker and allows the
windows to open -
