I am trying to get the the 'pulse dots' from the pulse.pot format/design
template to move across the screen during slide transitions. On my slide
show they appear fixed on the right, but I have seen others present where
track left to right, giving a more dynamic presentation to the show. None of
the animation settings seem to work. Any thoughts?

You need to ungroup the background image and apply a transition from the left to
the 4 or five blue dots. If you want the transition to take effect on all your
slides, you will need to remove the dots from the background, and apply the
transition to each slide.

Thanks for your response.
The problem is that the blue dots cannot be removed, they are part of the
design template.
On my presentation they appear fixed on the right.

go into the Master Template "View > Master" and perform
the instructions below.

On presentations that I have seen, they 'pulse' moving from left to right
each time a new element of the slide is introduced (through custom animation).

Michael and Sandy thank you for your suggetsions. Either I'm not following
your instructions correctly or they don't solve the problem.
Pulse.pot has 3 dots.
When the slides are properly animated, with each element of transition on a
slide during presentation, they pulse from left to right on a fixed
background. If there is no transition, they simply appear on the right.
Your solution brought the entire background into view, w/o the pulsing of
the dots.

The template in question had its animation removed in later versions of PPT
(as a direct result of customer feedback, I believe).

I recommend that you download the already animated version from
http://office.microsoft.com/en-us/templates/TC010690581033.aspx

You can probably duplicate what you want in PowerPoint 2000. The "dots" are
actually a tall thin column that is under multiple fan shaped objects. If you
go to View > Master > Slide Master and select the background and then go to the
Draw toolbar and select "Ungroup" you can separate the objects. The "column" at
the right should be selected. Then go to Custom Animation and assign a "Crawl"
effect to it. Set the crawl to "From left".
