Not sure if it is possible, but what I want to do is be able to create a
standard reply email that I can send out by clicking reply to certain
people. Stationary doesn't seem to work as when I click reply and apply a
stationary it only uses the background from the stationary and not the
images.

Outlook Express is not a part of Office. Try posting to an Outlook Express
group or try http://insideoe.tomsterdam.com

(PS - Outlook Express does not use templates.)
