Template for 4 photographs

I am trying to make a template so that 4 photographs fit onto one A4 sheet
and can be printed easily.

I have tried a table and inserting pictures into text boxes but it is very
difficult to get them exact.

Are there any tips anyone can offer?

Use the table, but insert the pictures as "in line with text". If you're
using one of the versions of Word where that isn't the default for Insert >
Picture, use the Text Wrapping button on the Picture toolbar to select that
wrapping.
 
I'm using Word 2002 so there is Insert > picture but where can I find the
'in line with text"?

If using a table, ensure that the column width is set as fixed.

No, it's not dumb, it's just Word hiding things... I don't have Word 2002
handy at the moment, so I'm not sure what you have, but look at your Tools >
Options > Edit dialog. On the left side below the Picture Editor box, you
may have a dropdown for "Paste/insert pictures as". If it's there, select
"In line with text".
