I don't know what happened but the temp folder in
C:\Documents and Settings\RonH\Local Settings\Temp is always empty? It used
to be used all the time , how do I set it back to work like it did before.

Right Click on My Computer and choose properties.
Click on the "Advanced" tab.
Click on Environment Variables.
In the top window, under "User Variables for RonH" choose the TEMP variable
and click on Edit.
The variable value should be "%USERPROFILE%\Local Settings\Temp"
