temp folders

There are a few temp folders with cab files and windows update files in
them. I ordinarily empty temp folders. Are these safe to empty?

Empty to RECYCLE BIN. If not problems after a period of time - EMPTY the bin.

Reboot the computer first, so as to clean up any installs/updates that
are waiting for a reboot to move files from the temp folders to their
final destinations, then delete away.
