Temp Files in temp folders

I have "C:\Documents and Settings\username\Local
Settings\Temp" In this folder is placed many files and
folders! How do I know I need these files?

You don't need them. Press CTRL + A to select them all, then press DEL
to wipe them out. File sthat are still in use won't be deleted because
they are locked.
