Teminal Service client error

I have a Win 2000 server with Terminal Server in
Application server mode. I can connect to it using TS
Client if I have logged in to my local PC as an
administrator. But when I login as a normal user, I can't
connect. It just hangs up for a while and give an error
message saying a network error. Why?
 
Is there anything in the EventLog on the TS when you try to connect
as a normal user?
 
Check if the normal user has enough permission on the registry key on
the client where the license is stored.

HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing
 
I gave full permission. But still I can't connect. But I can connect to the Terminal Server through another server which has therminal server installed, still with the normal user rights. Is there any specific services that has to start?
