telnet server vs minlogon

Hi,

in the past there were a couple of threads regarding telnet server
failing with minlogon on XPe.
I wonder if there are any new insights on this topic. Is there a
specific component which winlogon depends on that could be included
to make telnet work?

The Telnet Server feature has an undeclared dependency on Winlogon, this
error occurs when using Minlogon. The fix is to replace Minlogon with
Winlogon since Telnet leverages security functions located in winlogon that
do not exist in minlogon.
