Telling me Internet Explorer is not Installed when it is..

I recently purchased Norton Internet Security.. When I try to install the product, I immediately get the following message.

"This product requires Microsoft Internet Explorere Version 5.01 Service Pack 2 or Higer.

Peculiar as I have IE6 on XP Home in working condition

I did previously have a virus that may have affected IE and so I tried to uninstall. Afterwards I downloaded the most recent version of IE6 from the MS website..

As I said, the browser works and have been using it to access web sites without any problems, however I did notice a couple of things
1. When I go to "Add or Remove Programs" in Control Panel, IE is not there
2. When I go into IE and Select "Help/About Internet Explorer", the "Version :" entry is blank.
3. When I download IE6 and try to install, the installation is very quick, a matter of seconds as if it detects that there are installed components and does not install very much
4. When I try to install again it tells me that there is already a version of IE on my system that is more recent then the version that I am trying to install

So then I try to install Norton Internet Security again, and I get the same message.

"This product requires Microsoft Internet Explorere Version 5.01 Service Pack 2 or Higer.

Seems like I'm going in a circle .

Can someone please help ?????

Where do products like Norton go to check whether IE is installed and what version is installed ?
How could IE be available and working properly on my machines but still be invisible to programs like Norton who require it to run ??
