tech support is baffled

tech support is baffled. i get my background but no
windows operations, but explorer shows in task manager
processors, and you can operate in safe mode, although
some operations will bog. virus clean, and adware clean.
HELP!
 
That don't make much since. Do you mean you get no desktop Icons, their is
the option to turn off desktop Icons and just have a blank background....?

What is Winkey + E? MS Tech guy would be some
embarassed. We spent 2.75 hrs on the phone!!!! and i only
had to press 2 buttons. How did I get there?
 
I get my background and screen saver, but no windows
functions anless in safemode. my screen is empty except
for the background, no icons, no toolbar. winkey+e
brought it up once, and everyhting was fine. after a
restart, it happened again and winkey+e doesn't help.

Winkey + E is suppose to open an explorer window.

I see in another post that it only worked once and I have no clue what that
might mean.
