TCP Retransmits

What percentage of total traffic is generally considered acceptable for TCP
retransmits?

I have a full T1 at one of my locations, and I'm currently seeing roughly 5%
of all traffic to be TCP retransmits. This seems a little bit high to me.
 
I guess I should mention that I'm running Server 2003 Std for the routing of
all traffic, in case anyone was wondering why this got posted to the
ras_routing NG.
